Brownlow Declares the Strike on the M., C. & L. Railroad a Conspiracy — He Recommends the Sale of the Road — Legislature Sustains Gram nnd Indorses him lor the Presidency.

Nashville, Feb. 12.—Gov. Brownlow sent a mest-age to the Legislature to-day relative to the stnkc on the Memphis, Clarksville and Louisville Railroad. He declares the resolution of the strikers to prevent the running of trams, except until traius, until all arrearages are paid, a conspiracy agaidst the State, and recommends some action on the subject.

He also recommends that, the affairs of the road be wound up and the road sold to secure the State interest.

A resolution sustaining Grant in the controversy with the President and declaring him the choice of Tennessee for the Presidency was adopted by the lower brauch ot the Legislature to-day. A substitute favoring Gen. G. H. Thomas was rejected.
