The Federal Transit Administration has issued a safety advisory addressing safety risks associated with overhead catenary systems and pantograph reliability across rail transit systems.
Safety Advisory 26-1 recommends that state safety oversight agencies direct rail transit agencies to identify hazards related to catenary and pantograph failures, conduct safety risk assessments, develop mitigation measures as necessary and monitor those measures.
The FTA encourages oversight agencies to obtain information related to the recommended actions from their rail transit agencies and submit it to the State Safety Oversight Reporting system within 180 days of the advisory’s issuance.
Recommended actions include reviewing and analyzing safety performance data related to catenary and pantograph events, conducting safety risk assessments using the processes in each agency’s safety plan, identifying or modifying measures to reduce safety risks and monitoring the effectiveness of those measures.
The FTA said it can provide additional data analysis and resources to help agencies monitor performance, identify hazards, assess risks and implement mitigation measures. The agency also plans to host a webinar this fall providing an overview of Safety Advisory 26-1.
