WASHINGTON — The Federal Railroad Administration (FRA) has issued a Record of Decision for the Final Environmental Impact Statement (FEIS) for the Portal Bridge Capacity Enhancement Project over the Hackensack River, between Secaucus and Kearny, N.J.
