Repairing an existing rail tunnel beneath the Hudson River while constructing another tunnel could hasten a long-standing project to increase capacity between New Jersey and New York City. But it requires “pre-construction activities” to be “undertaken immediately and expedited to completion,” a new report suggests.

Amtrak and N.J. Transit completed the second and final phase of a refurbishment to the ticketed waiting area at New York City’s Penn Station.

As of Sept. 30, 2020, positive train control (PTC) is in operation or revenue service demonstration (RSD) on 99.6 percent of the 57,537 route miles subject to the federal mandate, the Federal Railroad Administration (FRA) said.
