The Central of Georgia Railroad Company has filed a verified notice of exemption to acquire more than 2.6 miles of trackage rights near Savannah, Georgia.
Central of Georgia, a Class III carrier and a wholly owned subsidiary of Norfolk Southern Railway, wants to operate over a line owned by Southern Electric Railroad Company between milepost SA18.2 at Blanford and a connection with private industry track near Southern Electric’s crossing of the CSX Transportation main line in Rincon.
The Central of Georgia identified four segments within the trackage rights territory: a segment from the Norfolk Southern Railway main line to State Highway 21; a segment from the highway to the P.S. Prop. Lead Track; a segment extending to Fort Howard turnout; and a final segment reaching the P.S. Plant McIntosh Loop Track.
According to the notice, Central of Georgia and Southern Electric will amend an existing trackage rights agreement. The rights would allow Central of Georgia to conduct line-haul and switching operations and to make up or break up trains carrying traffic to and from multiple facilities, including Plant McIntosh, Georgia-Pacific’s facility, the Georgia International Rail Park, and other points along the line, as well as for emergency use.
The exemption would become effective Feb. 14, allowing the transaction to be consummated on or after that date. Employees affected by the acquisition of the trackage rights would be protected under standard labor conditions established by prior Interstate Commerce Commission decisions.
Petitions to stay the exemption must be filed by Feb. 6, and petitions to revoke may be filed at any time. In the filing, the Central of Georgia said the transaction is categorically excluded from environmental and historic preservation review under federal regulations.
