Congress authorized the Northeast Corridor Commission with the Passenger Rail Investment and Improvement Act of 2008.
The commission was chartered in 2010 and charged with developing a formula to allocate Northeast Corridor capital and operating costs based on usage, making recommendations to Congress, and facilitating collaborative planning.
The commission has 18 members, including representatives from each of the eight Northeast Corridor states, the District of Columbia, Amtrak and the U.S. Department of Transportation. It also includes non-voting representatives from freight railroads, states with connecting corridors, and commuter operators.
It focuses on near-term strategies to stabilize the Northeast Corridor and establish a foundation for future growth through unified regional action.
