In July 2019, New York and New Jersey created the Gateway Development Commission, a public and government-sponsored authority, by enacting legislation by each state and codified as the Gateway Development Commission Act (GDC Act).
The Gateway Development Commission has a seven-member board of commissioners. The board coordinates activities and encourages the actions of others to effectuate the Gateway Program, particularly its first phase.
