(Railfanning.org News Wire) — University College London has asked the Surface Transportation Board for access to selected confidential rail shipment data covering 2000 through 2025 for research into rail-network utilization and congestion.
The request seeks permission to use unmasked Carload Waybill Sample data for railroad shipments of corn, soybeans and wheat. For other commodities, researchers are seeking masked revenue information and other data needed to construct measures of rail-network utilization and congestion, according to the STB notice.
The Carload Waybill Sample contains detailed information about railroad freight movements, including confidential railroad and shipper data. Federal rules restrict access to the unmasked information. The board said parties objecting to University College London’s request must file objections with the director of the STB’s Office of Economics within 14 calendar days of the notice.
The request is available through the board under docket WB26-48.
The STB’s Carload Waybill Sample is compiled from railroad shipment records and is used for economic analysis, regulatory proceedings and transportation research.
